The Excise Department is one of the single largest revenue earners to the State exchequer. The
Department is responsible for the enforcement and implementation of the provision of the Sikkim Excise Act
1992, Medicinal and Toilet Preparation (Excise Duty) Act 1955, the Narcotic Drugs and Psychotropic Substances
Act, 1985 and the prevention of Illicit Traffic in Narcotics Drugs and Psychotropic Substances Act 1988.
The Department has its Head Office at M.G Marg Gangtok with the field offices at Gangtok for East and North
Districts and at Jorethang for South and West District.
Excise office Jorethang is the Division Office of South and West District. The Joint Commissioner is the Head of
the Office South/West District, Jorethang. He is assisted by Assistant Commissioner and Inspector. There are
Sub- office at each District and subdivision i.e., Namchi and Ravangla in the South District and Gyalsing and
Soreng in the West District. Each District is presently headed by a
Sub- inspector Excise.
The function of the Excise Department is to ensure enforcement of Sikkim Excise Act 1992 (Act No.2) 1992. The
Sikkim Narcotic Drug and Psychotropic’s Rules 1990, Sikkim Excise various Rules i.e. Foreign Liquor Retail
Shops License rule 2005, Foreign Liquor Bar Shops License Rule 2005, Panchwai shop Rule 2005. Notification,
orders and circulars issued by the Head Office Gangtok from time to time. The Excise Office Jorethang also issue
Excise License for FLR/FLB/Panchwai and Meghalaya Spirits within South/West District at place describe under
Sikkim Excise ( Prohibited sites for liquor shop) Rules, 1996. Any applicant for the Excise License can obtain
application form from Excise Office Jorethang and submit the same duly filled with necessary documents. The
license is accordingly issued based on the verification report of the concerned Inspector/ Sub- Inspector. The
license is issued within 15 days from the submission. For further details one can go to www.sikkim-excise.gov.in
The duties and the responsibilities of the Officer-in-charge of the District/sub-division is to check and prevent
Excise Crime within their Jurisdiction.
In the administrative matter Joint Commissioner is assisted by Sr. Accountant and LDC apart from the field
officials.

Joint Commissioner is the Head of the Office of South/West District. He is responsible for monitoring and
evaluation of all the activities of the Department falling the purview of the various state/Central Acts Joint
Commissioner is supported by Asst. Commissioner (S/W).

2. Asst. Commissioner:
His office is located at Jorethang and he is responsible for supervising the field activities of the South/West
District. The field activities include prevention of illicit/distillation sale of liquor, supervision of warehouse of the
wholesalers/retailers and also include enforcement the provision of Narcotic Drugs & Psychotropic Substances
Act 1985 within the Districts. In addition he is also the Drawing and Disbursing Officer for South/West Districts.
