STATUS OF PANCHAYATI RAJ
STATE PROFILE – SOUTH SIKKIM
South District Zilla Panchayat
In Sikkim
there is a two tier system of Panchayati Raj. Zilla
Panchayat at the district level and Gram Panchayat at the
village level. Prior to 1991 there was no existence of
Zilla Panchayat in Sikkim. An Act for the constitution of
Zila Panchayat or District Panchayat was enacted in the
year 1982.
It was in
the year 1991 South District Zilla Panchayat was
constituted. Each GPU Presidents were designated as Zilla
Panchayat Members . GPU Presidents were eligible to be
elected to the post of adhakshya and Upadhakshya . election
of the Adhakshya and Up-Adhakshya were held in the presence
of Zilla members/GPU Presidents along with the Secretary,
RMDD and Representatives of Election Department. It was
only in the year 1997 Zilla Territorial Constituencies were
constituted with the total of 23 ZTC in South District.
In an
initial stage the office of Zilla Panchayat was set up in
the District Court Building and was shifted to the present
location in 1998. However, the South District Zilla
Panchyat Bhawan was formally inaugurated by the Honorable
Chief Minister of Sikkim, Dr. Pawan Kumar Chamling on
November 22, 2000. Shri N Dadul Bhutia was elected as the
first Adhakshya and Shri S.T. Gyaltsen as the first
Upadhakshya of South District Zilla Panchayat in the year
1991. Sachiva was Ms B.M.Singh who was the then District
Collector. During that time, there was no District Planning
Officer and in the year 2003 the post of Ditrict Planning
Officer was created and Mrs Yashoda Bhandari was the Ist DPO
of SDZP.

HONORARIUM TO ZILLA MEMBERS AND
SACHIVA
The monthly
honorarium of Zilla Adhakshya was fixed at Rs 1500/- , Up-Adhakshya
Rs 1000/- . This was later enhanced to Rs 5800/- for
Adhakshya and Rs 5450/- for Up-Adhakshya. The Zilla
Adhakshyas and Up-Adhaksyas are now given the status of the
Ministers of the State and Deputy Ministers and their
salaries and allowances are now governed by the Sikkim
Ministers, Speakers, Deputy Ministers and Members of the
Legislative Assembly (Salary and Allowances) Act 1997. At
present, the salary of Adhakshya is Rs 22000/-pm which
includes Rs13000/- (pay) Rs 6000/- (Sumptuary allowance) and
Rs 3000/- (House rent allowance). Discretionary allowance
to Adhakshya is Rs 60000/- p.a and 300 ltrs POL per month.
The salary of Up-Adhakshya is Rs 19000/- pm which includes
Rs11000/- (salary) Rs 5000/- (Sumptuory allowance) and Rs
3000/- (House rent allowance). Discretionary allowance to
Up-Adhakshya is Rs 50000/- p.a and 300 ltrs POL per month.
Zilla members of ZTC draws monthly sitting fee of Rs 2400/-
and Rs 200/- per meeting. An area development fund grant of
Rs 2.00 lakhs per annum and Rs 1.00 lakh per annum are
provided to Adhakshya and Up-Adhakshya respectively. Monthly
honorarium of Sachiva was Rs 500/- pm which is now Rs 2000/-
pm.
FUND
Zilla
panchayat funds come in the form of Grants- in -Aid from
various departments for all developmental activities. Apart
from this there are schemes under Twelfth Finance
Commission, Development Fund for SRDA, IAY, SGSY, Mukhia
Mantri Awas Yojna, Aganwadi, Rural Water and Sanitation
Schemes, IWDP and Backward Region Fund Grants.
